論文提要

一黨系統是一個值得探討的領域，但其範疇是如此的廣濶，沒有任何一本論著能夠全然涵蓋，個人的研究興趣，原只限於一般性特質的分析，但是投入的結果，卻只得到片面的、零碎的論點，於是幡然悔悟，從實例著手，所選的國家是蘇俄共產黨，新加坡人民行動黨及印度國大黨，選擇的理由，一則限於資料的獲得，一則這三個國家，實有相當的代表性，蘇共可代表一黨專政的型態，人民行動黨及國大黨則可分別代表無及有經過代間繼承的優勢黨糸統，當然這種代表性略失之以偏概全，限於時間與能力，也只有勉強為之。

本論文共分六章，分別討論一個主題：

第一章導論，藉分類之法探討一黨系統這個名詞的含意。

第二章討論一黨糸統的源起，以前述三個國家的政黨，來印證一般有關的論點。

第三章討論組織結構與理念扮演的角色，組織結構方面，討論其靜態的組織及黨員，領導的變遷，在理念扮演的角色部份，分析理念在不同時期所扮演的不同的角色。

第四章討論一黨系統政黨在政治系統中扮演的角色，從政黨發揮的功能進行分析。

第五章討論一黨系統政黨維繫其壟斷地位的策略，並以三個實例比較分析優勢黨系統與專政黨系統之間的異同。

第六章則討論一黨系統發展的方向，以之作為結論，並比較學者論點與實際的情況。
